The wording of this objective conforms with the glossary definition used within the State Tobacco Activities Tracking & Evaluation (STATE) System. It relates to a larger set of objectives for smoke-free indoor air that have total coverage as the target.

Methodology Notes: 

    Newly enacted state tobacco-control legislation is downloaded from Westlaw, an on-line legal database. CDC, Office on Smoking and Health (OSH) searches the Westlaw LEGIS-ALL database for all 50 states and D.C.’s enacted bills for the quarter using date restrictions. The bills are coded according to variables identified by CDC, OSH, which include the comprehensiveness of the law, includes smoking areas permitted or required, separately ventilated smoking areas required, and no smoking allowed. In some cases, data on enforcement authority, penalty for violation, and signage required are also collected.

    In the STATE system, smoke-free laws for mental health treatment facilities is equal to a “banned” status for both mental health- residential facilities and mental health-outpatient facilities.

Description of Changes Since the Healthy People 2020 Launch: 
This objective was developmental at launch and became measurable in 2012. In 2014 the baseline was revised from 9 states and DC to 10 states and DC due to legislative changes that took effect in previous years that changed the counts. The target did not change based on the original target setting method of total coverage.
