Target-Setting Method Justification: 
Previous data on changes in the proportion of school districts that require schools to make fruits or vegetables available whenever other food is offered or sold were not available. Because objectives NWS-2.1 and 2.2 both address changes in foods and beverages served outside of school meals, setting a similar targeted change for each was considered reasonable. The targeted change for this objective was set at a 12 percentage point increase to be consistent with objective NWS-2.1.
