• Need framework/logic model
• Need specified objectives
  • Improve population health and reduce disparities
• Need measures usable across multiple domains
• Need to consider costs
• Net health benefits may provide useful framework
• Uncertainty should influence priority
• Information to guide future priorities is valuable
• Can't prioritize interventions but can provide tools/process
• Prioritization at multiple levels of action (national/state/local)
• Prioritize objectives vs. interventions as appropriate
• Need transparency
