The baseline has been revised from 13.7 to 13.9 and the target has been proportionally adjusted due to data source methodology changes.

Changes Between HP2010 and HP2020
This objective differs from Healthy People 2010 objective 28-06 in that the numerator for this objective includes a new question about the cause of visual impairment that was not available for measuring progress toward objective 28-06. Therefore the data for the Healthy People 2010 and 2020 objectives are not comparable.
