The AIDS case definition is provided by the CDC. The data are based on the CDC adult HIV/AIDS confidential case report, Form 50.42A, Rev. 3/2007. Estimated numbers resulted from statistical adjustment that accounted for reporting delays, but not for incomplete reporting.

The original baseline was revised from 28 to 34. The target was adjusted from 25 to 31 to reflect the revised baseline using the original target-setting method.
In 2013, HIV-8.2 was archived with data because it is more important to focus on the earlier stages of HIV. AIDS is a less meaningful measurement because it takes a long time for HIV to advance to AIDS. AIDS measurements provide more information about what was happening with the epidemic in the past instead of what is happening now.
