Licensing Systems for Young Drivers
Graduated driver's licensing is a system designed to delay full licensure while allowing beginners to obtain their initial experience under lower risk conditions. The Insurance Institute for Highway Safety has evaluated the licensing systems of all states and the District of Columbia using criteria designed to estimate the strength and likely effectiveness of the systems in reducing injuries. Tables are updated as state laws and regulations change.
